The Lieutenant is a dishonest police officer with a gambling debt who abuses his position of power by harassing teenage females sexually, stealing money, and abusing narcotics. His problems intensify when a lackey for the mob issues an ultimatum: pay out his debt, or else. He seems to be doomed. The Lieutenant, however, seizes the chance to prove his innocence when he discovers that a $50,000 reward is being offered for the capture of two criminals who sexually assaulted a nun.
