In order to permanently depose the Batman, the terrifying Penguin, who dwells in the Gotham city sewers, teams up with the evil, shock - headed tycoon Max Shreck. Selina Kyle, Shreck's reticent assistant, discovers the truth, but when Shreck tries to kill her, she transforms into the seductive Catwoman. She joins forces with the Penguin and Shreck to take down Batman, but when she faces the cape - wearing vigilante, surprising sparks fly.
