Harry Callahan, a police officer, makes an effort to find a psychotic rooftop killer before an abducted girl perishes. Harry violates the murderer's civil rights once he is apprehended, releasing him back onto the streets. After being freed, he commandeers a school bus, forcing Harry to pursue him once more. This murderous assassin can only be stopped cold-bloodedly.
