Rogue San Francisco police officer "Dirty Harry" Callahan doesn't believe in blindly following the law, but it becomes excessive when a vigilante organization begins killing criminals who had escaped punishment due to legal technicalities. Callahan starts looking into his suspicion that another police officer is responsible for the deaths against the orders of his commanding officer, Lt. Briggs, with Charlie McCoy, his severely wounded former partner, as his top suspect.
