When the daughter of a very important Chinese diplomat is kidnapped in Los Angeles, Detective Inspector Lee is called to America to assist the FBI to solve the case. But the FBI brushes off Lee and sends him to the LAPD, where Detective James Carter is given the duty to watch over Lee. Although they are unable to establish friendship they work together to solve the case themselves. Only to find out that both the FBI and the Police have withdrawn any help.
