Not playing by the book is one of the distinct qualities of Detective Rick Santoro. He decides to attend a boxing match with his friend Navy Commander Kevin Dunne as well as Defense Secretary Kirkland. He watches a terrorist assassinate Kirkland. A heavy lockdown is imposed immediately and the key witness Julia Costello escapes. This makes Santoro suspicious about the assassination, maybe this is linked to something way bigger.
