Officer Jack of the Los Angeles Police Department enrages Howard Payne, a former bomb squad member, by thwarting his effort to kidnap people. In retribution, Payne outfits a bus with a bomb that will go off if the speed drops below 50 mph.Jack and his sidekick Harry attempt to save the passengers on the bus before the bomb detonates with the assistance of vivacious bus passenger Annie while also attempting to figure out how Payne is watching them.
