After his most recent use of excessive force, police officer "Dirty Harry" Callahan was transferred from homicide to personnel. In the meantime, a terrorist organisation known as the People's Revolutionary Strike Force plans a number of crimes in San Francisco in an effort to make money. Harry and his new female partner, Inspector Kate Moore, must put an end to the terrorists when they kidnap the mayor and take rockets and firearms for their next attack.
