After witnessing experienced criminals walk away on technicalities, Judge Steven Hardin is disheartened by the shortcomings of the legal system. Given Hardin's viewpoint, his classmate Benjamin Caulfield introduces him to the Star Chamber, a covert group that supports using vigilante action when justice isn't done. But when the cabal executes two convicts and Hardin discovers they were wrongly accused, he struggles with the influential gang.
