A Famous Media Giant Elliot Carver wishes to spread his news empire all across the world, but the Chinese government does not allow so. Since Carver is too rigid in his ways he decides to use his empire to turn people against China hoping for a war to break out. This is where agent 007 comes in and with the help of a secret Chinese agent, Wai Lin ensures that the ending does not result in war.
